Communication - Trigger for Orders with Insufficient Stock (non-allocated)

Our clients would like to be notified when we have an order with Insufficient Stock (non-allocated) so that they can do appropriate action for this. This usually happens if the inventory is on it's way to us, or if they allow back-orders.
Currently, there is no trigger under Communication settings for that, it would be amazing to have it, we currently communicate the information about those orders to our clients manually.
